Road accidents are often treated as isolated incidents — a speeding vehicle, a careless driver, poor visibility or an unexpected road hazard. But every accident also leaves behind valuable data. Lucknow Police’s newly launched PRAMAAN (Police Road Accident Monitoring, Assurance and Analytics Network) seeks to use that data to identify accident-prone locations and prevent future road deaths.
From Accident Response to Accident Prevention
PRAMAAN has a dedicated five-member team and operates under the Zero Fatality District (ZFD) programme. Its central idea is significant: instead of waiting for another crash to occur, police can study previous accidents, identify patterns and determine where preventive intervention may be required.
This approach could make road accident hotspot mapping an important component of urban traffic management. If repeated crashes are concentrated around particular junctions, stretches of road or other locations, authorities can examine whether factors such as road design, speeding, visibility, traffic movement or roadside obstructions are contributing to the problem.
Lucknow’s move also comes amid wider efforts to make traffic management more responsive. The city's traffic police has recently been seeking citizen feedback on unsafe junctions, pedestrian crossings, U-turns and other recurring road problems.
Data Must Lead to Action
The real test of PRAMAAN will not be the number of accident hotspots it identifies, but what happens afterwards. Data has value only when it results in safer road engineering, better enforcement, improved signage, traffic-calming measures and faster correction of dangerous road conditions.
Lucknow’s initiative therefore represents a potentially important shift in road safety strategy — from recording accidents after they happen to using evidence to anticipate where lives may be at risk. If consistently implemented and transparently evaluated, such data-driven policing could offer a model for other Indian cities struggling with road fatalities.
