The Election Commission’s announcement of October 16 as the polling date for 12 Rajya Sabha seats across Uttar Pradesh, Uttarakhand and West Bengal brings the Upper House into focus at a politically significant moment. The exercise covers 10 seats in Uttar Pradesh, one in Uttarakhand and a by-election for a West Bengal seat. The notification will be issued on September 29, with nominations closing on October 6 and counting scheduled for October 16.
Why Uttar Pradesh Matters
The largest part of the contest is in Uttar Pradesh, where 10 Rajya Sabha seats are involved. Eight of these are currently held by the BJP, while the Samajwadi Party and Bahujan Samaj Party hold one each. One of the seats has also fallen vacant following former deputy chief minister Dinesh Sharma’s resignation after his appointment as Lieutenant Governor of the Andaman and Nicobar Islands.
The significance extends beyond the Upper House. The elections come ahead of the next Uttar Pradesh Assembly election, making the composition of the state legislature particularly relevant to the Rajya Sabha arithmetic. However, the outcome will ultimately depend on the numbers within the Assembly and the candidates fielded by the respective parties.
Bengal Adds Another Dimension
West Bengal will witness a Rajya Sabha by-election for a vacant seat. The winner will serve the remainder of the term, which runs until April 2, 2032.
The October 16 exercise therefore goes beyond replacing retiring MPs. It highlights how Rajya Sabha elections are shaped by state Assembly strength, alliances and candidate selection, rather than direct voting by the general electorate.
The broader lesson is that every Rajya Sabha election can influence parliamentary representation for years. For political parties, the coming weeks will be less about public campaigning and more about legislative arithmetic, nominations and maintaining cohesion among their elected representatives.
